Subject: Tolerance
An unwritten policy of tolerance for public officials and police officers has been in existence until recently at the Oakland Department of Law Enforcement. The policy is of grave concern to me and, has resulted in a major public controversy along with necessary personnel adjustments.
The unaltered policy through our administration entitles no department at any time to adopt, utilize, adapt, or endorse favoritism in any aspect of its enforcement responsibility. The principle of our policy allows no one to be above the law in Oakland.
I expect each department is operating under this principle, and will keep this policy as a reminder that there shall be no deviation from the policy.
Please convey this information throughout the personnel in your department.

SUBJECT: New Service Call System
The Maintenance Department will initiate a service call system beginning Wednesday, May 23, 2011. This system is designed to provide an efficient response and equal distribution to all departments for work categorized as service calls. Service calls are defined as urgent, minor work requiring immediate attention. Some calls may include: loss of heat, air conditioning, water leaks, clogged plumbing, faulty electrical wiring, fire, safety or security hazards.
Please call the Maintenance Department, 742-5438 (24 hours a day), with any requests for service. You will be assigned a service call number that can be used to check the status of the requested maintenance.
Any requests made outside of regular business hours (Monday – Friday, 8:00 a.m. – 5:00 p.m.) will be handled at the convenience of the mechanic on duty. In addition to completing service calls, the maintenance mechanic is responsible for ensuring normal operations of the total system. If the problem cannot be resolved by the mechanic on duty it will be addressed as soon as possible during regular business hours, when the full maintenance staff is available.
If your call is not answered please try again until somebody is available the answer your call. For urgent or emergency requirements, the PBX Operator must be notified to page maintenance. Please do not use the paging system unless your request is justifiable.
Service call requirements are outlined in the Policies and Regulations Manual. Requests exceeding these will be classified as job orders, which are also outlined.
We greatly appreciate your cooperation with the new system.

There were several topics of interest that were discussed. Among them:
1. Oxidation and corrosion by spectroscopy in thin film formation on metal surfaces.
2. The use of microscopy to study the microstructure of thick film formation on metals and alloys.
3. Hot corrosion and erosion.
4. Future research directions for high-temperature dry corrosion. This topic was explored from the viewpoints of university research, industrial research (North American and European), and government research (North American and European).
One of the speakers discussed corrosion of ceramics, and the development of Si ALON, which may work as an inexpensive substitute for some of the oxidation troubles that exist with Si3N4. We should explore this topic further.

How to make a Service Call
A telephone call to the Maintenance Department, (742-5438, 24 hours a day) initiates a Service Call. A Service call number will be assigned to the job and furnished to the originator if requested. This number may also be used when referring to the status of a service call.
Maintenance Availability
Only one maintenance mechanic is on duty during the hours of 5:00 p.m. through 8:00 a.m. on weekdays, furthermore, all day on week-ends and holidays. He/she must insure total systems are operational in addition to accomplishing service calls on his/her shift. At those times, he/she may be difficult to reach. However, do not be deterred from calling in a service call to insure it is accomplished when maintenance is available. If no one answers, please call again.
Emergency Service Calls
For urgent or emergency requirements, the PBX operator must be notified to page maintenance. Please do not use the paging system unless your request is justifiable.
Service call requirements are outlined in the Policies and Regulations manual. Requests exceeding these will be classified as Job Orders, and are also outlined in the Policies and Procedures Manual.

There has been a rising issue in a lack of consistency in enforcing public policy in the City of Oakland as of late. As you are surely aware, an unwritten policy of "tolerance" for the infractions of public officials and police officers was in existence until recently at the Oakland Department of Law Enforcement. That policy was of grave concern to me and, as you know, resulted in a major public controversy and necessary personnel adjustments.
The duty and responsibility of my administration is, and always has been, to ensure that laws of the City of Oakland and the State of California are consistently enforced. Favoritism of any sort at the Department of Law Enforcement will not be tolerated. The informing principle must be that no one is above the law.
I fully expect that each department is operating under that principle. Let this memo serve as a reminder that we cannot falter from our duty to ensure that laws will be enforced and executed without regards to individual’s positions within local municipal departments.
Make certain that this information has been communicated to all personnel in your department and that this unwritten policy will no longer continue.
